Rochester is different from the suburbs in one important way. The city has nine local preservation districts, from Corn Hill and East Avenue to Cobb's Hill and Brown's Race, plus individually designated landmarks. If your home sits in one of them, window work goes through the Rochester Preservation Board before a permit is issued.

What should Rochester homeowners know before replacing original windows?

The city treats windows as character-defining parts of a building. The Preservation Board's adopted Replacement Window Policy favors repairing and restoring historic windows over replacing them, so a district property may face more questions than a house a few blocks outside the boundary.

Outside the districts, the zoning code still has a say. The city's own window replacement instructions note that a reduction in window size is typically not allowed where the window is visible from the street or sidewalk, and the state building code sets minimum window sizes for light, ventilation and egress. We measure every opening so the new unit fills it.

Weather & exposure

How hard is a Rochester winter on old windows?

Cold air moving across the open water of the Great Lakes picks up heat and moisture and comes down as lake-effect snow, sometimes several inches an hour. Old single-pane sash and loose storm panels let that cold in at the meeting rail and around the frame. Both of our lines use welded corners and layered weatherstripping to close those gaps.

Which window fits

Which window line fits a Rochester house?

It depends on the address. For a district home, Potomac HP gives you more ways to match the look the Board cares about, including VyWood laminates, 18 VyCoat exterior colors and Craftsman, Prairie or Colonial grids. For a house outside the districts on a tighter budget, Endure covers double hung, slider, casement, bay and bow, and shaped units with plenty of color choices.

Permits & approvals

Do you need a permit or a Certificate of Appropriateness in Rochester?

The City of Rochester's Bureau of Zoning & Permitting publishes self-serve permit instructions specifically for window replacement. The application asks for the size and location of each window and the dimensions of the rooms they serve.

For a property in a preservation district or a designated landmark, the city says the Preservation Board must issue a Certificate of Appropriateness before a permit can be issued, and approval is required for all non-maintenance exterior work. We confirm your property's status with the city and build the timeline around the Board's schedule before ordering windows.

Local answers

Rochester window questions

How do I know if my Rochester house is in a preservation district?

The city lists nine districts: Corn Hill, Mt. Hope Avenue, East Avenue, Susan B. Anthony, Beach Avenue, South Avenue/Gregory Street, Grove Place, Brown's Race and Cobb's Hill. Landmarks can sit outside them. We check your address with the city's zoning office before we quote.

Will the Preservation Board let me swap wood windows for vinyl?

We can't promise an outcome. The Board's window policy prefers repair of historic windows, and each application is reviewed on its own. We'll walk you through the options and the review before you commit to anything.

Can new windows be smaller than the old openings?

Usually not on a wall facing the street. The city's instructions say zoning typically doesn't allow a reduction in window size visible from the right of way. We order units sized to the existing openings.
